The Ordre des pharmaciens du Québec (OPQ) is responsible for protecting the public by overseeing the practice of pharmacy in Quebec. At a time when regulatory, technological and governance challenges continue to evolve rapidly, the OPQ is seeking a Senior Legal Counsel to actively contribute to its mission and strategic initiatives.

Role Reporting to the Director of Legal Affairs and Corporate Secretary, you will act as a strategic partner to the various departments of the Order. You will be involved in matters relating to professional regulation, governance, privacy and data protection, access to information, and various legal issues associated with the regulation of the profession.
Key Responsibilities
- Provide legal advice and strategic recommendations to various departments within the organization
- Interpret and apply legislation, regulations, policies and standards governing the Order’s activities
- Participate in the drafting, review and updating of regulations, policies, directives and other legal documents
- Advise the organization on governance, privacy and access to information matters
- Support internal teams in the analysis of complex files involving regulatory, disciplinary, administrative or ethical issues
- Participate in the management of litigation files, administrative proceedings and other legal matters when required
- Monitor legal and regulatory developments and assess their potential impact on the Order’s activities
- Collaborate with internal and external stakeholders in the execution of the organization’s strategic initiatives
Requirements
- Member in good standing of the Quebec Bar.
- Approximately 7 to 8 years of relevant experience
- Significant experience in one or more of the following areas:
- Health Law
- Professional Regulation
- Administrative and Regulatory Law
- Governance
- Privacy and Data Protection
- Access to Information
- Litigation or Dispute Resolution
- Excellent analytical, synthesis and legal drafting skills
- Ability to communicate complex legal concepts clearly to non-lawyers
- Strong judgment, autonomy and ability to manage multiple priorities simultaneously
- Strong interest in public protection and regulated environments
Assets
- Experience working with a professional order, regulatory body or healthcare organization
- Knowledge of Quebec’s Professional Code and the regulatory framework governing professional orders
- Experience in governance or compliance
The OPQ welcomes candidates who have developed expertise across various areas of law. While experience in health law is considered an asset, candidates with a combination of expertise in professional regulation, governance, privacy, access to information, regulatory law or litigation are strongly encouraged to apply.
